Habitability Standard
The minimum condition a rental property must meet to be legally occupied. In Tennessee, this includes working plumbing and hot water, heating, electrical systems, structural soundness, weatherproofing, functioning smoke detectors, and compliance with health and safety codes (TCA 66-28-304). A property that fails habitability standards gives the tenant legal grounds to withhold rent, repair and deduct, or terminate the lease.
